For more than three decades, the Biltmore Area Partnership (BAP) has played a leading role in shaping the dynamic evolution of one of Phoenix’s most vibrant business and residential districts. Through the dedicated advocacy, financial support, and visionary efforts of our members, BAP has helped bring to life a wide range of infrastructure improvements, civic initiatives, and quality-of-life enhancements that benefit residents, businesses, and visitors alike. The projects highlighted below represent just a portion of what our membership has championed in partnership with the City of Phoenix, regional agencies, and private-sector stakeholders:

Biltmore Area Projects Championed by the Biltmore Area Partnership

Camelback Pedestrian Underpass (24th–26th Street)
A safer, signature midblock connection across one of Phoenix’s busiest corridors. A pedestrian underpass tunnel connecting the north and south sides of Camelback Road between 24th and 26th Streets — a long-sought solution to safely linking the residential, retail, and resort destinations on either side of one of the city’s busiest corridors.
Completed in April 2009 by Hunter Contracting under a CMAR delivery model, the $14 million project was led by the City of Phoenix in partnership with Premier Engineering. The shallow underpass seamlessly connects the park and commercial areas across a six-lane roadway, with the Camelback Road profile raised approximately six feet to accommodate the crossing below. Thoughtful design details — including decorative pavement, mature landscaping, rubberized asphalt for noise reduction, ventilation, ADA-compliant ramps, shade structures, wayfinding, and pedestrian signals — combine to create a safer, more inviting experience for everyone moving through the area. The project went on to receive multiple industry awards for its contribution to safety, accessibility, and urban design.
Beyond its functional benefits, the underpass visually transformed midblock access along Camelback, knitting the corridor’s two sides into a single, walkable destination. The project was made possible in part by approximately $6.6 million in federal and city funding that BAP actively championed on behalf of the membership and the broader Biltmore community.
Camelback Midblock Pedestrian Enhancements (24th–26th Street)
Safer crossings, better shade, and ADA-friendly upgrades along Camelback. Bundled into the larger underpass project, this set of midblock pedestrian enhancements brought meaningful day-to-day improvements to the Camelback corridor between 24th and 26th Streets. Upgrades included enlarged bike and pedestrian refuge islands, new ADA-compliant ramps, countdown crossing signals, and shade canopies — all designed to make crossing safer and more comfortable in Phoenix’s climate. An estimated $500,000 in state shared revenues helped fund these complementary improvements as part of the broader reconstruction effort, stretching public dollars further while delivering a more pedestrian-friendly streetscape.
Monthly Networking Luncheons
Connecting business, civic, and community leaders every month since 1994. A cornerstone of BAP’s programming since 1994, our monthly networking luncheons bring together civic leaders, business owners, elected officials, and engaged community members for timely conversations on the issues shaping the Biltmore area and Greater Phoenix. Recent programs have featured speakers from the Greater Phoenix Economic Council (GPEC) and Visit Phoenix discussing regional growth, as well as a featured event with the Arizona State Treasurer. Luncheons are typically hosted at trusted local venues such as Embassy Suites and The Camby, providing members with consistent opportunities to build relationships, exchange ideas, and stay informed on the policies, projects, and trends that affect their businesses and neighborhoods.
Camelback Esplanade Wayfinding & Signage
New wayfinding tied to the Esplanade’s $45M renovation. As part of the Camelback Esplanade’s $45 million renovation completed between 2022 and 2024 by Lincoln Property Company, new directional sidewalk signage was installed along Camelback Road to better orient pedestrians and visitors to the mixed-use destinations within the Esplanade and surrounding district. BAP’s sustained, area-wide advocacy for improved wayfinding and walkability helped pave the way for these signage upgrades, which contribute to a more cohesive and navigable Biltmore experience for residents, employees, hotel guests, and shoppers.
Lincoln Drive & 24th Street Corridor Upgrades
Public infrastructure keeping pace with major private investment along the 24th Street spine. The Lincoln Drive and 24th Street corridor has seen ongoing investment as part of the broader transformation of the 24th Street spine. Major surrounding activity has included the $86.1 million sale and renovation of the office campus at 24th and Camelback in 2024, as well as the Grand Canal bridge replacement at 24th Street completed in 2020 by Hunter Contracting — a $3.5 million project that delivered a new slab bridge, irrigation improvements, and upgraded sidewalks. BAP has supported drainage, ADA, and sidewalk upgrades along this stretch to ensure that the area’s infrastructure keeps pace with the high level of private investment occurring on either side of the corridor.
24th Street Sidewalk & Canalscape Connection (Missouri to Arizona Canal)
A continuous walking and biking link between the Biltmore area and the broader Western Canalscape network. The 24th Street sidewalk improvements between Missouri Avenue and the Arizona Canal complement the broader Western Canalscape Phase 1 project (running roughly from 4th Avenue to 24th Street, completed 2024 and ongoing), a partnership between SRP and the City of Phoenix that introduced a continuous concrete path, lighting, landscaping, shade, public art, and pedestrian bridges along the canal. With Phase 2 extending east toward 48th Street, these improvements are knitting together a continuous, comfortable network of walking and biking routes connecting the Biltmore area to surrounding neighborhoods. BAP has long advocated for this kind of pedestrian and canal-side connectivity as a way to enhance livability, support local businesses, and celebrate one of central Phoenix’s most underutilized public assets.
