About the Biltmore Area Partnership

Founded in 1994, the Biltmore Area Partnership has served as the voice of one of Phoenix’s most prestigious neighborhoods for over 30 years. We represent 34 businesses, 2 non-profits, and property owners in fostering economic growth, community engagement, and quality of life in the Biltmore District.

Mission Statement:

The Biltmore Area Partnership is a group of interested individuals dedicated to providing strong, innovative leadership and proactive strategies to shape civic, business and environmental issues affecting the Biltmore Area of the City of Phoenix.

Vision Statement:

To establish the Biltmore Area as Phoenix’s premier mixed-use district, recognized nationally for innovative business practices, sustainable development, and exceptional quality of life.

Our Story

In the early 1990s, as Phoenix’s Biltmore district was emerging as the financial and social heart of the city, a group of visionary leaders came together with a shared goal: to ensure that the area’s growth reflected both prosperity and community. Among them were theater mogul Dan Harkins and restaurateur Paul Fleming, whose passion for local business and civic progress would later be echoed in the success of P.F. Chang’s and Fleming’s Steakhouse.

In 1994, their vision took shape with the founding of the Biltmore Area Partnership (BAP)—a nonprofit dedicated to strengthening the ties between businesses, residents, and civic leaders. From its beginning, BAP focused on practical action: improving infrastructure, advocating for safer streets, beautifying public spaces, and bringing neighbors together to celebrate shared success.

Over the years, BAP has grown into a cornerstone of the community, hosting monthly luncheons that feature city leaders—from the mayor to the police chief—and providing a platform for collaboration across public and private sectors. The organization has championed projects like the award-winning Camelback pedestrian underpass, ensuring both safety and aesthetic value for residents and visitors alike.

Today, more than three decades later, BAP continues the legacy started by its founders: fostering dialogue, partnerships, and a strong sense of local responsibility. Through events, advocacy, and charitable support—including the BAP Foundation—this organization remains committed to enhancing life in one of Phoenix’s most dynamic neighborhoods.
